Poncitlán and the Bet on Sanitation as an Engine of Development

A municipality can wait until urban growth exposes its infrastructure deficiencies, or it can build the systems needed to sustain that growth before the problems escalate. Poncitlán is attempting to follow the second path: turning wastewater sanitation into a tool for organizing its territory, reducing environmental risk, and expanding its economic development potential.
Poncitlán, a municipality in Jalisco's Lake Chapala region, had 53,659 residents in 2020. Water intersects with nearly every major development issue in the area: urban expansion, agriculture, industry, public health, and environmental protection.
The municipality, however, starts from a significant infrastructure gap. In 2024, Poncitlán treated 42.25% of the wastewater it generated, compared with a 70.36% statewide average. That is a difference of more than 28 percentage points.
This gap explains why expanding sanitation capacity should not be viewed merely as environmental policy. For Poncitlán, it can also become economic policy.

Two plants to begin closing the gap
One of the most significant interventions is the construction of wastewater treatment plants in San Miguel Zapotitlán and Santa Cruz el Grande, each designed with a capacity of 8 liters per second. Conagua reported an investment of approximately MXN 22 million in the San Miguel Zapotitlán plant.
As of August 15, 2026, both projects were reported to be in the final stage of construction following an inspection by officials from Conagua and the Jalisco State Water Commission.
That distinction matters. Infrastructure under construction is not yet the same as a functioning public service. Poncitlán still has to demonstrate that these facilities can operate continuously and generate measurable results.
The projects are also part of a much larger strategy. Mexico's federal government allocated more than MXN 1.35 billion in 2026 for sanitation and restoration across the Lerma-Santiago river system, a basin encompassing 245 municipalities in nine states.
Poncitlán is therefore entering a basin-wide strategy in which local infrastructure must eventually deliver results beyond municipal boundaries.

A treatment plant needs a network
Real sanitation does not begin at the treatment facility. It begins kilometers earlier, in homes, sewer lines, collectors, and connections capable of carrying wastewater to the plant.
In April 2026, the municipality began constructing approximately 255 meters of new sewer infrastructure in San Miguel Zapotitlán to connect the La Ladrillera neighborhood with the treatment plant. The initial project covers 18 homes and 25 lots undergoing urbanization.
The scale is modest compared with the municipality as a whole, but the underlying logic is significant. Connecting sanitation infrastructure to land that is beginning to urbanize means attempting to provide services before growth creates a larger problem.
That principle also appears in Poncitlán's territorial planning instruments. Its industrial and commercial corridor plan identifies infrastructure, public services, and housing as essential for growth and calls for organizing basic services to support economic activity and more orderly urban development.
This is where sanitation becomes an economic issue.
Sanitation increases a territory's capacity to grow
Companies do not select locations based solely on land prices or highway access. Water availability, sewer capacity, energy, wastewater treatment, and regulatory certainty are also part of the equation.
For municipalities, having that infrastructure means increasing their capacity to absorb growth without transferring its costs to residents or future public budgets.
When housing, commerce, or industry arrives before sewer and treatment infrastructure, growth creates territorial debt: pollution, corrective public works, service conflicts, higher maintenance costs, and additional pressure on natural resources.
When sanitation becomes part of planning from the beginning, the equation changes. Environmental infrastructure stops correcting development after the fact and begins enabling it.

Poncitlán should therefore not yet be presented as a completed success story. It can be presented as a municipality making a decision worth following.
The next stage will have to be measured through indicators far less visible than a ribbon-cutting ceremony: liters actually treated, plant utilization rates, households and businesses connected, operational continuity, effluent quality, and operating and maintenance costs.
That will be the real test.

The national context is moving in the same direction. In July 2026, Mexico's federal government announced MXN 20 billion in investment over the current presidential term to restore the Atoyac, Lerma-Santiago, and Tula rivers, emphasizing the need for long-term operation of treatment infrastructure.
For Poncitlán, this means the opportunity does not end when the plants are completed. That is when it begins.
If the municipality can progressively connect more wastewater discharges, keep the facilities operating, publish performance results, and link water policy with urban and economic planning, it could transform a sanitation investment into something far more valuable: territorial capacity for better development.
That should be the standard for municipalities that work. Not municipalities that never had problems, but those capable of turning a deficit into infrastructure, infrastructure into a reliable service, and that service into an advantage for development.
