Water scarcity is already beginning to determine where a city can grow, which industries it can accommodate, and how much investment it can sustain. Israel, Singapore, and Tucson demonstrate that making water a long-term strategy can also become a competitive advantage.


For decades, many cities measured competitiveness by the industries they could attract, the infrastructure they could build, or the amount of land available for expansion. Today, a far more fundamental variable is entering that equation: the ability to guarantee water. As urban, industrial and climate pressures intensify, managing every available liter also means managing a territory’s economic future.


Mexico has significant water resources, but they are not necessarily located where they are needed most, nor are they always supported by the infrastructure, efficiency and institutional capacity required to sustain growth. Across several industrial regions in central, northern and northwestern Mexico, water is no longer simply an environmental issue. It is increasingly becoming a factor in competitiveness, investment and urban development.


Israel, Singapore and Tucson may seem difficult to compare. One is a predominantly arid country, another is a highly urbanized city-state, and the third is an American city located in the Sonoran Desert. Yet all three share a conclusion relevant to Mexican local governments: water security depends not only on how much water a territory has, but on how effectively it manages, reuses, diversifies and protects it.

Israel. When Scarcity Forces Innovation

Israel developed its water policy around an uncomfortable but strategic assumption: scarcity would not disappear. Rather than treating each drought as a separate emergency, the country spent decades developing a system combining desalination, wastewater treatment, reuse, metering, infrastructure and demand management.


According to the OECD, more than 87% of Israel’s treated wastewater effluent is reused, primarily in agriculture — an exceptionally high proportion by international standards. The importance of that figure lies not only in the technology involved, but in the underlying principle: water can continue generating economic value after its first use.


For Mexican municipalities, that changes how wastewater treatment plants should be viewed. Reclaimed water can support landscaping, peri-urban agriculture, selected industrial processes, municipal services and developments that do not require potable water.


It also changes how leaks should be understood. Water lost through inefficient distribution networks represents more than an operational failure: it means wasted energy, underused infrastructure and less capacity to accommodate housing or new investment.

Singapore. Security Comes from Diversification

Singapore followed a different strategy, but with the same discipline. Its water system is built around the Four National Taps: local catchment water, imported water, NEWater —high-grade reclaimed water— and desalinated water.


The objective is to prevent the city from depending on a single source.


Its national water agency estimates current consumption at around 440 million gallons per day and expects demand to approach twice that amount by 2065 as population and economic activity grow.


For a Mexican municipality, diversification does not necessarily require massive desalination plants. It can begin with rainwater harvesting in public buildings, aquifer protection, reclaimed-water systems, green infrastructure, reduced network losses and regional agreements for managing shared water sources.


Singapore offers an additional economic lesson: water planning and industrial planning must take place simultaneously.


For Mexico, where numerous regions hope to benefit from nearshoring, this relationship will become increasingly important. Attracting a factory, industrial park, logistics center or large housing development generates additional water demand. Offering land without understanding a territory’s real water capacity can turn an investment opportunity into a future urban problem.


Tucson. The Municipality as an Efficiency Laboratory

Tucson is especially relevant to Mexico because it shares the environmental conditions of the Sonoran Desert.


For decades, the city has combined conservation, regulation, water reuse, aquifer recharge and incentives designed to reduce consumption. Its reclaimed-water system offsets approximately 4.7 billion gallons of potable water use every year for irrigation and other purposes through a separate distribution network serving nearly 1,000 customers.


Yet Tucson’s most important lesson may not lie in a single piece of infrastructure, but in the role of local government.


The city offers incentives for rainwater harvesting, gray-water systems and water-efficient devices. It also uses urban planning, regulation and municipal management as conservation tools.


This demonstrates that Mexican municipalities do not need to wait for every water policy to originate at the federal level. They can update urban regulations, establish requirements for new developments, reuse water in parks, modernize government buildings, encourage low-water landscaping and use public procurement to accelerate efficient technologies.

Water, Investment and the New Territorial Competition

Over the coming years, investment decisions will become increasingly sensitive to the availability of strategic infrastructure. Companies do not evaluate only the price of land or fiscal incentives. They also need reliable electricity, water, connectivity, workers, housing and operating conditions that can be sustained for decades.


That changes the logic of municipal economic promotion.


Before offering land for a new industrial park, local authorities should be able to answer basic questions: How much water does the municipality actually have? How much is being lost? How much can be treated and reused? Which sectors consume the most? How much additional growth can existing infrastructure support?


Mexico’s National Water Program 2026–2030 emphasizes the need to improve the physical and commercial efficiency of water utilities, expand wastewater reuse and strengthen planning. The challenge will be translating those national objectives into measurable local decisions.

Three Territories, One Warning

Mexico does not need to copy Israel, Singapore or Tucson. Their institutional structures, territorial scales and financial capabilities are different.


What Mexico can adopt is the logic connecting the three cases: measure better, lose less, reuse more, diversify supply and plan before the crisis arrives.


Israel turned scarcity into strategy. Singapore turned diversification into security. Tucson turned conservation into urban policy.


For many Mexican municipalities, this conversation no longer belongs to the future. The water decisions being made today will help determine how much housing can be built, which industries can operate and how much economic growth each territory can realistically sustain.
