The Municipality That Connects Labs with Investment Will Dominate the New Geopolitics of Power

For years, scientific diplomacy was seen as a distant conversation among foreign ministries, universities, and multilateral organizations. Not anymore. In Mexico, that logic has begun to scale down and reach the ground where competitiveness is truly won or lost: cities and their local governments. The municipality that understands how to connect talent, research centers, technology companies, and international cooperation will not only attract academic prestige; it will attract capital, supply chains, intellectual property, and higher-paying jobs. At a time when global trade has accelerated again due to demand for goods linked to artificial intelligence and advanced electronics, science has ceased to be ornamental and has become strategic infrastructure. The WTO reported that global merchandise trade volume grew by 4.6% in 2025, largely driven by the boom in AI-related goods, while the IMF maintains a moderate growth forecast of 1.6% for Mexico, enough to remind us that the country needs productivity, not just export inertia.

This is where Mexico’s real opportunity emerges in relation to Asia and the Americas. The country closed 2025 with $40.871 billion in foreign direct investment, an annual increase of 10.8%, and much of that flow continued to be directed toward manufacturing, the core where applied innovation, technology transfer, and industrial scaling converge. In the first quarter of 2025, 43.2% of registered FDI was concentrated precisely in manufacturing. This is no minor detail; it means that the conversation around semiconductors, electromobility, automation, biotechnology, or artificial intelligence can no longer be confined to federal offices. It must translate into urban ecosystems capable of offering industrial land, energy, water, logistics, talent, and regulatory certainty.
Mexico enters this arena with both strengths and an outstanding challenge. Its strength lies in its geoeconomic position: the USMCA is entering a decisive review in 2026, and several analyses in Washington insist that North America must strengthen its digital competitiveness, cooperation in cybersecurity, artificial intelligence, data governance, and industrial supply chains if it wants to maintain its edge over Asia. Brookings has argued that the agreement’s review should deepen public-private cooperation and reinforce regional digital competitiveness; at the same time, the trade debate in the United States is reshaping incentives for Mexico to consolidate its role as a privileged partner in advanced manufacturing.

Yet the gap is clear. Mexico has not fully transformed its manufacturing strength into systematic innovation leadership. WIPO ranked Mexico 58th in the 2025 Global Innovation Index, with an output capacity higher than expected based on its inputs. This reveals a well-known paradox: the country produces more than its institutional ecosystem would suggest, yet it still has not closed the gap between laboratory, patent, entrepreneurship, and public policy. This is precisely where scientific diplomacy can make a difference. The 2026 World Intellectual Property Report emphasizes that technological diffusion is now decisive, because the speed at which innovation crosses borders and reaches other economies determines who captures value and who merely assembles. For a country like Mexico, this means that every municipality with an industrial vocation should think of itself as a node for technological circulation, not just as a host for factories.
There are clear signs that this path already exists. Guadalajara has once again been portrayed this year as Mexico’s “Silicon Valley” due to its technological dynamism; Monterrey continues to strengthen its role as an industrial capital with Asian connections; and Mexico City is gaining ground as a platform for urbanism, public innovation, and the knowledge economy. In March, Tecnológico de Monterrey documented that Mexico hosts around 1,600 Japanese companies, the largest presence of Japanese firms in Latin America, signaling that the relationship with Asia is no longer a promise but a productive structure. At the same time, MIT highlighted in January that its Mexico City Initiative is fostering cross-border collaborations to address urban challenges, decarbonization, and economic development in Mexico and the United States. In other words, scientific diplomacy is already happening, but it remains fragmented and lacks an ambitious municipal architecture.

The challenge for 2026 will be to prevent this network from remaining limited to events, symbolic agreements, or institutional photo opportunities. UNAM has warned that scientific diplomacy can also be a double-edged sword if it is not aligned with public values and shared goals. In practical terms, this requires local governments to think more strategically: protecting intellectual property, linking universities with technology parks, professionalizing international cooperation offices, creating bilingual talent agendas, and negotiating with partners across Asia, the Americas, Europe, Africa, and Oceania from a logic of technological co-investment rather than dependency. Because in the new global economy, exporting more will not be enough; the real question will be who designs, who tests, who patents, and who governs innovation. And that contest will increasingly be decided in cities capable of turning science into economic power.
